Using AWEContent with the Ariva theme.
When I create a new button and assign it a link to a page anchor (Ex. #about), it opens in a new page even when Open in New Window is unchecked.

Have you tried with new updated file of MD Awecontent that you could download from account page?
Customer at http://megadrupal.com/forum/theme-support/avendor/2352 also had same problem but it seems to work well now.
