For some reason the front page css has been cached, but not the sub-pages. I'm a developer and know how to edit css just fine. Is there something your theme is doing to cache the css file for the front page? Thanks.

No, there's nothing doing cache the css file in our themes. Did you turn on Drupal page cache?
