When I set the following rule in check out settings - shipping information:
Checkout pane configuration These settings are specific to this checkout pane.
Related customer profile reference field *- Select -Shipping information
Specify the customer profile reference field on the order to populate with profile data from this checkout pane.
Enable profile copying on this checkout pane, helping customers avoid having to enter the same address twice. Profile copy optionsProfile to copy from Billing informationMake copying information from this profile the default action, requiring users to uncheck a box on the checkout pane to enter a different address.
The data will not copy from billing information in shipping information.

As you can see from below image, your billing form was overriden so we fixed it. We fixed the check box too, please check if it works.
