I created a new sidebar block for a basic page but below the title underline not showing like a front page sidebar. how to add that underline below the title which is shows only in front page.

I am trying to put this "________~________" underline image in the sidebar of rest of the pages, as displayed under the title of sidebar of home page.
Also, I am unable to attach the screenshots.
For example, if you want to add sidebar into page http://demo.megadrupal.com/d7/md-flawleshotel/blog.
Please go to admin/structure/context/list/blog/edit to assign block => sidebar
