Reordering blocks in regions without losing CSS links

Hi, I am chasing a solution or coaching to [for instance] reposition the 'Portfolio' block from its standard region to below the 'About Me' without its loss of CSS links.

I think I need to reorder the actual Regions but am not sure.

I have tried moving the 'Facts' block and positioning it under another region (for instance 'About Me') with no other blocks used in that region and it's display is nothing like its original layout.

Is there any chance of acheving what I am mentioning?

When you change order of region so it will not be match with original demo so you could not but change/ edit CSS code.

However, you could take a look at our module Awecontent (http://codecanyon.net/item/md-awecontent-page-builder-for-drupal/12476988). This module will help you build page more flexible and quickly than using region in Drupal.
