Where can I manage the subscribe to newsletter form? It doesn't look like a webform (like contact us form).

You can go to /admin/people/simplenews
When users submit their emails, (enter email > subscribe > verify email )those emails will appear in "Newslette ssubscriptions" list.
Note that your server allows sending email
If user logged in already, no need to verify email
yes, but where is the field on the website so anonymous users can join the newsletter list with their email, without creating a login and so?

Once the users (both registered and anonymous users) enter their emails in Subscribe, their emails will automatically added in the "Newslette ssubscriptions" list.
yes but the subscribe page did't show or didn't work. Anyway, by the meantime i found out how to make it work :) thank you!
