Problem with FADE OUT going too fast

We are having issues controlling the speed of the "fadeOUT" transition on a development website.

http://www.dignifiedhomeloans.com.php53-9.dfw1-2.websitetestlink.com/

We were able to lengthen the fadeIN using css.

What are we missing?
