Is there any way to control the transition times so it can tanstion in or out faster or slower. (not the stop and start times)

Would you like to ask about transition of slide or transition of element on slide?
In configure of slider: admin/structure/md-slider/1/configure, there is "Slide's transition time" to set transition time of slide. Please check and see if it is which you mentioned.
