Regardless of how I set jquery update, I can't add a new menu item. I can put in all the information - but clicking on "add" does nothing. The Chrome console is showing various jquery errors, depending on which jquery version I try. Using the "default as provided by Drupal" setting, for instance, gives me three errors:
1) Uncaught TypeError: Cannot read property 'value' of undefined
2) Uncaught TypeError: t(...).validate is not a function
3) Uncaught TypeError: Cannot read property 'tabs' of null

I switched jquery update to:
Default jQuery Version:
and
Alternate jQuery version for administrative pages: 1.7
And it decided to work again. Anybody having a similar issue might want to try this. I'd flipped it back and forth so many times trying to dodge bugs, that I'd forgotten what works and what didn't.

I spoke too soon - switching jquery as outlined above helped some of the problems I encountered - the interface had frozen up in several ways - but I still can't add a new item. I see the following two issues listed in the console:
Uncaught Error: no such method 'select' for tabs widget instance
4 jquery-1.7.1.js:552 Uncaught Error: no such method 'add' for tabs widget instance
