On most pages, including the homepage, contextual links are not present for any views, blocks, or nodes. The are also not present on any node detail pages.

Any update? This is a pretty critical consideration for non-admin end users to be able to make content edits.
Finally just fixed it myself...
For anyone else having this problem, just replace md_magnum/template/block.tpl.php with the drupal core version modules/block/block.tpl.php The theme comes with an unnecessarily watered down version.
