Is there a way to do this without disabling Page Builder module. This isn't an option for me but I need to remove that Page Builder settings box.

Can you please tell us which Page Builder module is used in your site? Simplr Page Builder or Awecontent?
Simplr Page Builder
We do not support module Sumplr Page Builder anymore. Please go to your account page (http://megadrupal.com/user/bjf) and update latest version of Phoenix. In latest version, we use Awecontent and it can be enabled/ disabled for each node.
