You can go to Structure > Pages > page-home -> edit > Content tab (/admin/structure/pages/nojs/operation/page-home/handlers/page_home_panel_context/content) and click on the cogwheel icon of panel Newsletter: Subscribe and choose Disable this panel or Remove
