I'm adding links to a text object. Is there a way to add attributes to force the links to open in new browser tabs?

In my screenshot, you see how my arrow points to the link 'Starting a Farm in Ontario:'. That's the link I want to have open in an external browser
Our developer created a "Your custom link" (above "Starting a Farm in Ontario"). Please take a look at that link for example.
I already did that. I dragged the custom html object out on to the page. Easy.
But how do I apply the attribute to the link in question, i.e., Starting a Farm in Ontario? I didn't drag that text out onto the page as a custom HTML object - it was a text object. Are you saying (without actually saying it) that I have to use custom html object--not with, but instead of--the text object?
Please go to /d7/?q=farm-insurance, you can see there are 2 lists. A list we created by HTML object and we can add target to link and the one you created by Text object which can not add target.
So, please take a look at our list and do the same with others.
