Navigation menu, user menu

Navigation menu and user menu does not work in the sidebar.
Please help me!

We checked by re-assigning the block but there is no problem

Please download this https://drive.google.com/file/d/0B245yG3aZPz4ZERxenhqb1JKOVU/edit?usp=sh...
and replace the existing template.php in the theme
